Today, as part of the increase in assistance directed by President Biden prior to his meeting with President Zelensky, the Department notified Congress of its intent to direct the withdrawal of up to approximately $5.55 billion in defense items and services from the Department of Defense Stockpiles for Military Assistance to the United States. Ukraine is under presidential recall power.
This withdrawal uses the remaining authority of the Presidential Withdrawal Authority under Section 506(a)(1) for FY 2024 Foreign Assistance provided in the Ukraine Supplemental Security Appropriations Act of 2024, which expires on September 30, 2024. Take this step to ensure that this authority does not expire Enabling the United States to take full advantage of the funding allocated by Congress.
By doing so, the United States will be able to continue to provide a significant increase in defense materials and services to Ukraine from DoD stockpiles under planned drawdowns in the coming weeks and months. These reductions are made possible by strong bipartisan support from Congress.
The United States is committed to supporting the Ukrainian military with the equipment it needs to strengthen its position on the battlefield, defend its territory and people from the Kremlin’s brutal aggression, and achieve victory in this war to secure a just, lasting, and comprehensive peace. As President Biden has made clear, the United States and the international coalition we have formed will continue to stand with Ukraine.
