Subject: The military mission to seal the southern border of the United States and enables invasions
As CEO and Supreme Commander, the United States' Constitution enables me to direct the various elements of the executive authority to protect our country and ensure regional integrity and the sovereignty of the United States in the way I see it more efficient and effective, and is consistent with the applicable law. Our southern borders are attacked by a variety of threats. The complexity of the current situation requires our army a direct role in securing our southern borders more than the recent past. Through the Executive Order 14167 on January 20, 2025 (clarifying the army's role in protecting the regional integrity of the United States), I appointed the United States Armed Forces military missions to create the invasion and seal the southern border of the United States from illegal entry to preserving sovereignty, regional integration, and US security. This memorandum provides additional guidelines on securing the southern borders of the heads of some executive departments.
to divide 1. policy. (A) To complete the military tasks described in the executive order 14167, and to ensure the safety and security of individuals, the army and other federal individuals in the military operations areas inside the federal territories along the southern border, and the Minister of Defense, the Minister of Interior, the Minister of Agriculture, and the Minister of Internal Security are taken all appropriate measures:
(I) To provide the use of the Ministry of Defense and the Judicial State on these federal lands, including the reservation of Roosevelt and the exclusion of Indian federal reservations, which are reasonably necessary to enable military activities directed in this memorandum, including building border borders and extension of discovery and monitoring equipment; and
(2) Providing the transfer and acceptance of the judicial jurisdiction over such federal lands in accordance with the law in force to enable the military activities directed at this memo to occur on a military installation under the jurisdiction of the Ministry of Defense and the appointment of federal lands such as the national defense areas by the Minister of Defense.
(B) The Minister of the Interior allows the Minister of Defense to use these parts of Roosevelt's reservation that has not been transferred or withdrawn yet under this memorandum. According to the announcement 10886 on January 20, 2025 (a state of national emergency declaration on the southern border of the United States), 43 USC 155 was called, and the Minister of Interior may perform withdrawals, reservations, and the restrictions of public lands to provide them to use public lands through the defensive section to counter emergency in the southern borders, to some extent to reduce these lands. 43 USC 155-158.
(C) The Defense Secretary may determine these necessary and reasonable military activities to complete the assigned task in the 14167 executive order, which is necessary to protect and coordinate military installations, in line with the 2672 section of the title 10, the US Authority, and the old security authority 1950 (50). 1382.
(D) In implementing activities under this memorandum, members of the armed forces will follow the rules of the use of the force stipulated by the Minister of Defense.
second. 2. Gradual implementation. The Minister of Defense, the Minister of Interior, the Minister of Agriculture and the Minister of Internal Security will initially implement this memorandum in a limited sector of federal lands set by the Minister of Defense. Within 45 days of the date of this memo, the Minister of Defense evaluates this initial stage. At any time, the Defense Secretary may expand activities according to this memorandum to additional federal lands along the southern border in coordination with the Minister of Internal Security, the President and the Internal Security Adviser, and other departments and executive agencies as necessary.
second. 3. General provisions. (A) Nothing in this memo should not be explained by weakening or affecting another way:
(1) The authority of the Minister of Defense for the permit and requested that the state rulers order the members of the National Guard under the authority of the Union 32 of the United States Law to manage the activities of the Ministry of Defense, including an occasion to support law enforcement activities under the responsibility of the Prosecutor or the Minister of National Security, if it asks for this responsible example;
(2) The authority granted under the law to a ministry, an executive agency, or its president; or
(3) Jobs of the Director of the Management and Budget Office related to the budget or administrative or legislative proposals.
(B) This memorandum is implemented in line with the applicable law and is subject to the availability of credits.
(C) This memorandum does not aim for the absence of any right, benefit, fundamental, procedural, or implemented in law or in the rights of ownership by any party against the United States, its departments, agencies, entities, employees, employees, agents, or any other person.
