The Americans are people working hard and generously, who sacrificed their blood and treasure to help their fellow men all over the world. But no foreign country has the right to obtain these benefits, and there is no foreign aid program above scrutiny.

The temporary suspension announced 90 days ago for US foreign aid already pays profits to our country and our people. We roast the waste. We prevent the programs wake up. We show activities that contradict our national interests. None of this will be possible if these programs remain on the automated pilot.

Every dollar we spend, every program we perform, and every policy we follow must make America safer, stronger and more prosperous. This is exactly what we are doing now – giving priority to America's basic interests for one dollar at one time.

The original demand, dated January 24, 2025, contained many important exceptions, including “emergency assistance”, and identified the process to secure additional exceptions. Requests were reviewed, and if needed, they were approved within hours. After that, the Secretary agreed on a wide concession on January 28, 2025, to obtain humanitarian aid, which is defined as “life -saving medicine, medical services, food, shelter, subsistence assistance, as well as supplies and reasonable administrative costs as necessary to provide such help.”

Are any exemptions for non -human help have been granted?

Various national security exemptions, including ensuring the protection of American employees abroad, facilitating the return of the country to illegal foreigners, enforcing non -spread obligations, and much more. As we mentioned, the exceptions were reviewed, and when needed, they were approved within hours.

What is the process of securing the waiver?

The administration provided direct instructions forward on January 24, 2025, and to encourage offices that manage external assistance to send requests to assign the following information:

The intended programmatic result
Justifying the concession
Financial and privacy information

This process was successfully used dozens of times in the first few days alone; However, many requests have failed to provide the level of details needed to allow a comprehensive evaluation. The subsequent instructions, which were sent on January 28, 2025, encouraged the implementation of partners and NGOs to work through the US government agency partners on any additional requests.
