The Foreign Minister and a certificate decided that Cuba did not completely cooperate with the anti -terrorist efforts in 2024, and therefore it must be approved as a “non -cooperative country” (NFCC) under Article 40 A of the Arms Export Control Law. This certificate leads to a ban on the sale or license to export articles and defense services to Cuba.
In 2024, the Cuban regime did not completely cooperate with the United States on combating terrorism. There were at least 11 American fugitives of justice in Cuba, including many terrorism -related charges, and the Cuban regime has made clear that he was not ready to discuss their return to confront justice in our nation. The Cuban regime's refusal to engage in this important issue, in addition to other modern circumstances, did not cooperate on terrorist law enforcement issues related to terrorism, efforts to cooperate on counter -terrorism issues that are useless in 2024.
