Home education advocates are the legislators in Illinois with voice mail messages, emails and social media messages to try to kill a procedure that requires them to register in their local school areas.
The case is so controversial that Representative Terra Costa Howard, de Lombard, a sponsor of the law, accuses some defenders of “bullying”.
“Threats and intimidation. Voters who call my office, demand meetings and tell employees that they will protest outside my house if I do not want their demands,” said Costa Howard. “In this political climate, it appears to be something encouraged.”
The procedure that divides the government cabetol will require household education families to notify educational areas when you are a teacher at home and ask officials to obtain minimal education in high school. This will also be required by the Ministry of Children in Illinois and Family Services to notify the Education Council in Illinois if someone in his care is studying at home – allowing them to check to confirm that the student is already at home.
The educational zone can also ask the home education official to provide an educational portfolio as evidence that the instructions are “sufficient” to meet the education requirements. Another ruling would allow the state to charge a parent with a Class Class misdemeanor, with a criminal conviction of up to a fine of $ 500 or 30 days in prison, for its failure to fill the model of home education advertisement – a usual practice in the laws of absenteeism.
The requirement for immunization records in the bill does not apply unless students studying at home reaches public school activities, and not a point of disagreement for opponents.
Costa Howard said that some of the “strange home education defenders” use “actually stopping people.”
“We should not fear us as legislators by individuals who infiltrate. To get a police escort to enter and leave my office in Capitol, I think, much,” said Costa Howard. “Excavation in the rooms, during the committee. These are unhelpful things for a person's case.”
Supporters of Home Education attempted to pass a similar bill in 2011, but they were met with severe opposition. This year, in addition to bringing pies to legislators on the annual “Cherry Pyramid Day” for teachers at Illinois Christian earlier this month, home education advocates encouraged legislators, Facebook pages and audio mail with appeals for three years.
“Oh, it is arranged in the calls of strong advocacy. It is there with 18 years here, where she gets calls about bills while they are flowing, but you also have problems that rise in high level where the invitation is strong,” said government deputy, La Sean Ford, D Chicago.
Ford said that a Megaturch priest from his area urges him to oppose it. The last democratic in Chicago said they were surprised by receiving a message from their neighbor, who is studying their children and actively pressure against it. The Americans, for the prosperity of Illinois, also manages television advertisements on the cable in the Chicago region, and urged people to contact the legislators to vote against the bill.
Costa Howard said the discussions about the changes made to the measure are continuing – but are still fighting for the passage of the bill despite the opposition attack.
“If the request is to drop the bill and has zero protection for Illinois, for Illinois children, then this is not (under) negotiation,” said Costa Howard. “I do not give in to Illinois children.”
This procedure cleared an educational committee in the House of Representatives on Wednesday, where thousands of advocates of home education were flooded.
Will Estrada, chief adviser to the Legal Defense Association for the Home School, calls on allegations that children who study at home really do not really receive education or phone “not true”.
But the investigations of ProPublica and Capitol News in Illinois last year revealed little accountability for parents who get their children out of school and then fail to give them education. In some cases, children were hurting at home – which no one noticed because they were not in a school.
Estrada resisted this description, describing them as “external examples.”
Estrada said: “There were many studies reviewed by the peers that they were looking at, and they are students at home more likely to be offended or negligent, and the evidence is clear that they are not.”
Estrada said the procedure will put an additional burden on the regional offices of education and public schools in Chicago and DCFS, which was called “actually exhausted” and “unlucky”.
As of Thursday noon, there were 42,154 opponents and 1045 supporters of the draft law on the vouchers of the witnesses submitted. Among those who oppose the procedure is the Republican leader in Illinois Tony MacOMby, R Safana.
“They are looking for a problem that does not exist,” said Mcombe. “It is clear that it adds many requirements and adds burdens not only to the home and parents teacher, but the educational areas.”
When asked if she would support any kind of regulations for home teachers, Makombi described it as a “slippery slope.”
“I think we need to be concerned about our public schools first,” said Mcombe.
